In Microsoft Access the .accdr file extension causes Access to open WITHOUT the Ribbon. This means that users cannot create or modify or remove any components of the database.
However they can Add, Delete or Modify existing data in tables if the designer of the database makes this option available - for example by opening a form linked to a table.
